Starfieldis full of interesting NPCs who offer their own quirks, ideologies, and backgrounds. Most of these characters, aside from a few plot-dependent exceptions, are straightforward about their identity. However, one of the newest NPCs to joinStarfield’scast comes complete with their own mysterious backstory.
The differentfactions of the Settled Systemsall have their own leaders, and the Trackers Alliance is no different. Despite its name, not all those who join the Trackers Alliance are equal in its structure. Instead, it is made up of Agents and Trackers. While the Trackers typically handle the dirty work of capturing bounties, Agents act as the intelligence gatherers and administrators. They are the most experienced members, and the top Agent is Agent No. 1, sometimes referred to as “Agent No One.”

Agent No. 1 From Starfield’s Trackers Alliance Is Largely A Mystery
The Alliance’s Best Agent
Agent No. 1 is the leader of the Trackers Alliance, andtheir true identity is an exceptionally well-kept secret. Agent No. 1 does not just wear a mask and live a double life. Instead, when they take the job, any records of them are erased. Everything about them is unknown to basically everyone except Inevitable, the only member of the Trackers Alliance who is older than Agent No. 1.
While the lack of identity keeps Agent No. 1 and their loved ones safe, it also means it is difficult for curious players to learn who they are. The only real clue comes from using console commands to remove their helmet. As evidenced by the lack of lip movements when this is done, it is unlikely that Bethesda intended this as a feature, soit is unclear whether the face under the mask is an accurate representation. Still, it has led to several theories about whom the top agent is under the black helmet.

Agent No. 1 Could Be A Starborn
One of the first possibilities to consider is that Agent No. 1 could be a Starborn. The main reason to jump to this conclusion is the similarity of Agent No. 1’s armor to the Hunter’s armor. Despite the visual similarity, it is unlikely that Agent No. 1 is the Hunter, however. While the different voices could be explained by a voice modulator, the personality is the main difference between the two. The Hunter is straightforward with his words and actions, which is unsuitable for subterfuge. Agent No. 1 also speaks more philosophically, casually dropping metaphors in their speech.
One possibility is that Agent No. 1 is a Starborn version of Hadrian Sanon, who plays a major role in the UC Vanguardfaction questline. The player learns about Hadrian’s intelligence and connections throughout the storyline, and these factors would be helpful for someone whose main role is gathering intelligence. The main problem with this theory is that the person under the mask does not have the red eyes that all members of the Red Devils get from their time on Mars, but this leads to another possibility.

Starfield’s parallel universes complicate the idea of Hadrian necessarily having red eyes. The version of her that entered the Unity could have done so without ever joining her universe’s version of the Red Devils.
Agent No. 1 Could Be Another Vae Victis Clone
François Sanon Already Has One Confirmed Clone
Early duringStarfield’sUC Vanguard questline, the player discovers thatHadrian Sanon is a clone of François Sanon, also known as “Vae Victis.“According to Hadrian, she is the last of the Vae Victis clones, as the rest died early in their training or on the frontlines of the Colony War. However, the fate of those on the frontlines is not set in stone, as Hadrian simply says they never returned.

A Legacy Forged features an incredibly nuanced decision that leads to different rewards for the player, which include a hidden questline.
Hadrian Sanon tried to lie low after the Colony War, and any other clones would likely do the same. A position where no one knows their identity would be the perfect opportunity for someone trying to hide. Additionally,the skills gathered in the clones' training program would likely be transferable to a burgeoning Tracker and eventual Agent. The main problem with this is the age of the character, as Inevitable says they are the only member older than the lead agent.

Agent No. 1 May Be A Colony War Fugitive
A War Criminal On The Run
At the end of the Colony War, one of the stipulations faced by the UC was the trial of several war criminals, including François Sanon. While many of these officers faced prosecution, some, like Reginald Orlase, lived on the run for nearly two decades. At the end of the UC Vanguard questline, the player can even hunt down more war criminals using intelligence acquired from Vae Victis.
Being a Colony War veteran would solve the problem of age for Agent No. 1. The war ended about 20 years prior to the start ofStarfield, which would have given Agent No. 1 plenty of time to hone their tracking skills and rise through the ranks. Because trackers are assigned a callsign from the start to hide their identity, Agent No. 1 could have changed their face at Enhance before joiningStarfield’sTrackers Alliance and eventually taking the top spot.

According to Bethesda, players can explore over 100 systems and 1000 planets to find resources and build their ships, living out their own sci-fi journeys.
