Star Trek: Picardseason 1 revealed that the architect of the Mars Attack wasCommodore Oh (Tamlyn Tomita), the Head of Starfleet Security. Also known as General Nedar, Oh was secretly a Vulcan/Romulan hybrid and the head of the Conclave of 8, a fanatical sect of the Romulan Tal Shiar called the Zhat Vash. In 2385, Oh presided over a Zhat Vash ritual called the Admonition, which uncovered a synthetic threat from another galaxy that could wipe out all biological life inStar Trek’s known galaxy.The fearful Zhat Vash’s solution was the Mars Attack, and the result was the Federation banning synthetic life forms.

As Director of Starfleet Security, Commodore Oh also oversaw a group of Romulans impersonating Starfleet Officers, headed up byNarissa (Peyton List), a Zhat Vash member who posed as Lieutenant Rizzo. However,the arrival of the synthetic twins Dahj and Soji Asha (Isa Briones) brought the Zhat Vash’s machinations into the open inStar Trek: Picard season 1. The Romulans murdered Dahj and manipulated Soji to discover the twins' homeworld of Coppelius, where a new race of synthetics were built by Dr. Bruce Maddox (John Ales) and Dr. Altan Inigo Soong (Brent Spiner).

Commodore Oh wasn’t seen again inStar Trek.

After Admiral Picard and his new motley crew of the starship La Sirena rescued Soji from the Romulans, Commodore Oh decided to shed her disguise at last.Oh resumed her true identity, General Nedar, and led a Romulan fleet to attack Coppelius and wipe out the synthetics.However, Captain William Riker (Jonathan Frakes) took command of the USS Zheng He and led an armada of Inquiry Class starships to defend Picard and Coppelius. With the truth about Commodore Oh now exposed, she and her Romulans stood down and left Coppelius. Commodore Oh wasn’t seen again inStar Trek,but she left behind a Federation forced to reconcile the damage she caused.
