Especially since the release of the DLC would have made for a perfect time to add at least the base game to pull in players.

They went on to say, “it’s a decision based on data,” so the reason is something largely internal.
Regardless of the reason, it is baffling that years later, the game still hasn’t seen any signs of being on the Game Pass.
