To customize a voice channel chat, click the cog icon next to the voice channel’s name to go to the voice channel settings. There, selectPermissionson the left. Scroll down to theVoice Channel Chat Permissionsand you can see all the different permissions.

You can prevent users from sending messages in the chat by disabling theSend Messagespermission. You can also disable theRead Message Historypermission so that users will only see the messages that have been sent after they activated the chat. Any message prior to that will not be visible to them.
